Per MS Learn, an inherited (group) license can only be changed at the group level, but a directly assigned license is removed separately and removing it does not affect the inherited license. The supported, scriptable way to bulk-remove a direct license across 2,500 users with least effort is `Set-MgUserLicense -UserId <user> -RemoveLicenses @($e3Sku.SkuId) -AddLicenses @{}` iterated over the users. Update-MgGroup only modifies group object properties; the Identity Governance and Administrative units blades have nothing to do with stripping a directly assigned license.
