Microsoft's documentation for SQL Server Agent multiserver environments explicitly states that the Multi Server Administration (MSX/TSX) feature is not supported on Azure SQL Managed Instance. Azure SQL Database has no SQL Server Agent whatsoever. Therefore the only option from the three choices that supports MSX/TSX jobs is SQL Virtual Machines for both the master server (MSX) and target server (TSX).
