To support the autoscaling of compute resources, the database must be configured with the Serverless compute tier. The Serverless compute tier is supported under the General Purpose service tier (and Hyperscale, which is not an option here). Business Critical only supports provisioned compute, and the DTU tiers (Standard and Premium) do not support autoscaling/serverless.
