Locally redundant storage (`Standard_LRS`) and zone-redundant storage (`Standard_ZRS`) keep data only within the primary region and do not provide fault tolerance for regional disasters. `Standard_GRS` synchronously replicates data three times in the primary region and then asynchronously replicates it to a secondary region, satisfying the disaster recovery requirement at standard cost.
