To delete a resource group (`TestRG`), you must ensure that there are no active resource locks or resource dependencies preventing deletion.
First, because `VNET1` has a `Delete` lock, the lock must be explicitly removed, as any delete lock within a resource group prevents the deletion of that resource group and its child resources.
Second, a Recovery Services Vault (`Vault1`) cannot be deleted if it contains any backup data or active backup items. Therefore, you must stop the backup and permanently delete all backup data inside `Vault1` before the vault (and hence the resource group) can be successfully deleted. Turning off `VM1` is unnecessary because deleting a resource group will automatically stop and delete any virtual machines inside it.
