While Desired State Configuration (DSC) is also an option, the PowerShell cmdlet `Publish-AzVMDscConfiguration` only uploads a DSC script to Azure blob storage and does not by itself apply any configuration to the virtual machines (which requires `Set-AzVMDscExtension`).
