Furthermore, effective September 1, 2018, Microsoft no longer allows the creation of new MFA auth providers. Since the proposed solution relies on creating a new MFA provider, it is invalid and does not meet the goal. The correct modern approach to enforce MFA for new employees is through Microsoft Entra ID Premium licenses and Conditional Access policies.
